  Tom Gordon believes effective leadership begins with listening to the community, understanding the challenges we face, and focusing on the priorities that matter most to Carroll County families.

  Protecting Taxpayers
  Commissioner Gordon has consistently fought for the people of Carroll County to keep taxes low and stands firm on that pledge. Fiscal responsibility is a cornerstone of his service. Thisfurther protects families and businesses from unnecessary tax increases.

  That discipline delivers results: the Department of the Comptroller earned its 40th consecutive Award for Excellence in Financial Reporting, and Carroll County continues to hold Triple AAA bond ratings from S&P, Fitch, and Moody’s distinctions achieved by only a small percentage of counties nationwide. The Board has delivered balanced budgets that invest in public safety, schools, infrastructure, and agricultural preservation while holding the line on taxes.

  Public Safety & Emergency Services
  Supporting those who protect us remains a top priority. Tom has long advocated for law enforcement, including improved disability coverage for Sheriff’s Office personnel. Working with his colleagues, he helped fully fund the Carroll County Department of Fire and EMS an agency previously created without a dedicated funding mechanism. Fire and EMS staffing now stands at 228 personnel (236 authorized), with continued hiring under a successful hybrid model of career staff and dedicated volunteers. He will keep fighting for the resources, training, equipment, and support our volunteer and career first responders need. 

  Education
  A strong public school system is one of the best investments we can make. As a lifelong Carroll County resident and graduate of our public schools, Tom understands the opportunities quality education provides. He has fully supported the needs of Carroll County Public Schools and backed funding increases year after year including a $13 million boost in the most recent $581 million balanced operating budget while remaining debt-conscious and tax-disciplined. He will continue working to support educators, maintain safe and modern learning environments, and ensure students have access to the programs, technology, career training, and pathways they need after graduation.

  Agriculture & Land Preservation
  Agriculture is central to Carroll County’s economy, heritage, and future. Thanks to that commitment and continued progress, more than 81,000 acres have now been preserved—protecting productive land and keeping farming viable for the next generation. He supports agricultural preservation, agritourism, farmers markets, value-added businesses, and innovative approaches that allow agriculture to evolve while honoring our farming heritage.

  Responsible Growth & Economic Opportunity
  Carroll County can pursue economic growth while protecting the qualities that make our community unique. Tom advocates for thoughtful, infrastructure-supported development that considers schools, public safety, agriculture, transportation, and environmental impacts. He has raised early concerns about potential large-scale projects such as data centers, prompting proactive review of zoning and resource impacts. His experience as a business owner informs his support for local businesses, entrepreneurs, and responsible economic development that benefits residents.

  Community & Veterans
  A healthy, strong community requires supporting all of its members. Tom is a strong advocate for veterans and has worked to support organizations that make a real difference, including the Carroll County Public Library, Carroll County Youth Service Bureau, The Arc, and others. He understands the importance of addressing mental health and other health challenges so every resident has the opportunity to thrive.

  Serving as County Commissioner is an honor. From day one, Tom has provided steady, principled leadership focused on protecting taxpayers, strengthening public safety, preserving agriculture, supporting schools, and fostering responsible growth. He is proud to seek a second term in District 3 and remains committed to working with residents and colleagues to address challenges and seize opportunities for Carroll County’s future.
